The Short Story
In 2017, Adam King was sworn in as Johnson County Sheriff. Within two years, he recognized the need for a 911 call center. The construction was completed in 2024. Meanwhile, the emergency management software contract was expiring and increasing in price. Therefore, the decision was made to seek a solution, and a contract was awarded to SOMA Global – Vertosoft in 2022. In January 2025, SOMA was tested in one location. Then the Go-Live milestone happened in mid-May 2025. The test run failed, and Johnson County residents were without the support of the 911 call center, so after 3 days the plug was pulled, and the old system was restored. May 29, 2025, Adam King, George, and Miliam met at the Johnson County Commissioners Court to discuss the Go-Live failure. King had no confidence in the ability of SOMA to provide the necessary emergency support Johnson County deserved. King suggested going back to the previous vendor to explore possible solutions for the public safety and emergency management problem in Johnson County. Miliam was openly refusing to cooperate with the plan. Dan Miliam is the Johnson County IT Director and was removed from the SOMA project. In the meantime, his wife Anna Goodloe launched a sexual harassment campaign against the sheriff, which was within 30 days of the Go-Live failure. She aligned herself with the chief deputy who was disgruntled and was actively garnering support from sheriff's office employees. Chief Deputy James Saulter stated that when King is removed, he is the only chief who was qualified to become sheriff because he was the only one who resides in Johnson County. He was setting himself up to become the next sheriff. June 30, 2025, a formal sexual harassment complaint was filed by Goodloe. It went to Saulter's friend, DA Timothy Good, and Texas Ranger Lt. Don Stoner for investigation. In August 2025, Saulter's behavior was openly manifesting and was unacceptable. King consulted Johnson County officials about disciplinary action for the employee. A decision was made to place Saulter on administrative leave while an internal investigation could be conducted. The results of the collaboration between Good, Goodloe, Saulter, and Stoner, Sheriff King was charged and went on leave on August 28, 2025. A week later, on September 8, 2025, the Commissioners Court paid SOMA the final milestone payment, despite the continued failures and non-compliance to the contract requirements. Sheriff Adam King was the dissenting voice and the only representative of Johnson County voters speaking up on behalf of the safety and well-being of the citizens. He was fighting for what the citizens of Johnson County deserved and is now being persecuted for the sake of SOMA. King was blocked from his duties by a small network of people who had motives to get him out of their way. As of July 2026, SOMA is still not fully functional. Connect with me on Facebook.
